Yes. The training, quizzes and games run entirely on your device and do not need a connection.
On your device. Your stats, history and achievements are kept locally and are not uploaded to us. Because of this, uninstalling the app or switching to a new device will not carry your progress across - treat a reinstall as a fresh start.

Purchases and refunds are handled by Google Play under its standard terms. You can request a refund through the Play Store.
